O presidente da Câmara, Rodrigo Maia (DEM-RJ), afirmou nesta quinta-feira (6) que não há espaço para o aumento de despesas permanentes do governo e criticou o que chamou de pressões para furar o teto de gastos.
O teto foi criado em 2016, por meio de uma emenda à Constituição. A regra estabelece que, por 20 anos, as despesas da União só podem crescer o equivalente ao gasto do ano anterior corrigido pela inflação. O teto pode ser revisto após 10 anos.
No entanto, devido à crise gerada pela pandemia de Covid-19, alguns setores políticos têm argumentado que a regra deve ser alterada para permitir ao governo gastar mais do que o permitido. A ideia é que isso seria necessário para aumentar os investimentos públicos e impulsionar a economia.
“Nós já começamos a ver uma pressão grande para furar o teto, para desrespeitar o teto porque precisa de dinheiro para isso, precisa de dinheiro para aquilo. Eu concordo com todas essas demandas urgentes. Mas que seja usado o orçamento fiscal de R$ 1,485 trilhão e os R$ 350 bilhões de subsídios tributários que existem e todas as indexações que existem dentro desse orçamento primário brasileiro”, disse Maia.
Na visão do presidente da Câmara, o teto de gastos é base da política fiscal do Estado brasileiro. Segundo Maia, o Brasil adotou uma política de aumenta da carga tributária que não deu certo na década de 1990 e no início dos anos 2000. Segundo ele, o Estado repassou os custos à sociedade, mas não forneceu as soluções para os problemas.
“A gente imaginar que vai sair dessa crise com ‘olha, vamos dar um jeito. A gente pressiona aqui, aumenta a dívida além do que já aumentou na pandemia. Coloca mais R$ 40 bilhões para investimentos, coloca o recurso no Renda Brasil’. Eu acho que é a mesma equação que já vimos no passado e não deu certo”, afirmou o presidente da Câmara.
