Um dos órgãos criados é a Secretaria da Amazônia, que substitui a pasta de Florestas e Desenvolvimento Sustentável. Secretaria de Relações Internacionais passa a se chamar Secretaria de Clima e Relações Internacionais; governo foi criticado, no ano passado, por extinguir órgão sobre mudanças climáticas. O governo federal nomeou, em portaria publicada no Diário Oficial da União (DOU) nesta segunda-feira (21), os chefes das novas secretarias do Ministério do Meio Ambiente (MMA), anunciadas no dia 12 de agosto e que entram em vigor nesta segunda.
Um dos órgãos que passam a vigorar é a Secretaria da Amazônia e Serviços Ambientais, que será chefiada por Joaquim Álvaro Pereira Leite. A pasta substitui a Secretaria de Florestas e Desenvolvimento Sustentável, que era liderada por Leite; antes de ingressar no MMA, em julho do ano passado, o agora secretário da Amazônia era conselheiro da Sociedade Rural Brasileira, onde ficou até abril de 2019, segundo seu perfil na rede social LinkedIn. A sociedade atua representando o setor agroepecuário no país.
Em janeiro deste ano, quando anunciou a futura criação da secretaria, o governo declarou a intenção de que a pasta fosse sediada em Manaus.
Já a Secretaria de Relações Internacionais passa a se chamar Secretaria de Clima e Relações Internacionais. Em janeiro de 2019, o governo extinguiu, no segundo dia de mandato do presidente Jair Bolsonaro, a Secretaria de Mudanças do Clima e Florestas, o que gerou críticas entre ambientalistas.
A nova pasta, que antes era chefiada por Eduardo Lunardelli Novaes, será liderada por Marcus Henrique Morais Paranaguá. Novaes assume agora o cargo de secretário-executivo adjunto da secretaria executiva do ministério.
Outras alterações
A Secretaria de Ecoturismo também deixa de existir, passando a vigorar a Secretaria de Áreas Protegidas. André Pitaguari Germanos, que chefiava a pasta antiga, permanece no comando da área depois da troca de nomes.
Quando anunciou as mudanças, o MMA disse que elas buscavam reduzir a hierarquia e aumentar a eficiência da gestão ambiental, mas a nova estrutura recebeu críticas de ambientalistas e da associação dos servidores do ministério. Em nota, a Ascema afirmou que criar “uma secretaria de áreas protegidas para cuidar das 334 unidades de conservação federais, sendo que o Brasil possui, desde 2007, um órgão gestor federal, o Instituto Chico Mendes de Conservação de Biodiversidade, com mais de 1.700 servidores, significa uma concentração de poder e um futuro de incertezas”.
A portaria desta segunda-feira também exonera o então secretário de Biodiversidade do MMA, Eduardo Serra Negra Camerini. O cargo será ocupado por Maria Beatriz Palatinus Milliet, que já integrava o ministério desde janeiro.
