A ministra do Planejamento e Orçamento, Simone Tebet, afirmou nesta terça-feira (11) que uma possível anistia aos partidos que descumpriram a cota de mulheres nas eleições seria um “retrocesso”.
Durante evento da Women Inside Trade, associação que tem como objetivo promover a inclusão de mulheres no comércio internacional, Tebet pediu que as mulheres “ergam” a voz contra o retrocesso da anistia aos partidos.
“Gostaria que vocês erguessem a voz contra o retrocesso da anistia aos partidos que não cumpriram o percentual de 30% de mulheres candidatas ou 30% de tempo de rádio, televisão ou de fundo partidário, porque tá passando no Congresso”, disse.
Apesar da ministra não citar nominalmente a qual medida se referiu, está em tramitação na Câmara dos Deputados uma proposta de emenda à Constituição (PEC) que anistia partidos políticos por prestação de conta irregular e descumprimento de cota para mulheres e negros nas últimas eleições.
Em maio, a medida foi aprovada na Comissão de Constituição, Justiça e Cidadania (CCJ) da Casa.
A proposta será discutida em uma comissão especial – a instalação da comissão e a eleição de presidente e vice-presidente estão previstas para amanhã (12).
O que diz a proposta
A proposta tem três pontos principais:
Posterga perdão para descumprimento de cotas: adia para 2022 o prazo para que as siglas sejam punidas por descumprirem valores mínimos para candidaturas de mulheres e negros nas eleições. O prazo atualmente previsto para anistia é até as eleições de 2018;
prestações irregulares: livra os partidos de qualquer punição por irregularidades nas prestações de contas antes da data da promulgação da PEC;
dinheiro de empresas: permite que os partidos arrecadem recursos de empresas para quitar dívidas com fornecedores contraídas até agosto de 2015.
