O governo Jair Bolsonaro e lideranças do Congresso Nacional já discutem a possibilidade de cancelar o recesso parlamentar no mês de janeiro. A ideia é conseguir votar projetos considerados essenciais e que foram atrasados por conta das eleições municipais.
Entre os temas, estão a proposta de Emenda à Constituição (PEC) Emergencial, que viabilizaria a manutenção do teto de gastos já em 2021. O mesmo texto deve ser usado para o governo indicar fontes de recursos para o novo programa social (Renda Cidadã ou Renda Brasil).
Há também a possibilidade de que a votação do Orçamento de 2021 não seja concluída em dezembro – a comissão mista que vai avaliar o texto sequer foi instalada. Neste caso, o debate também avançaria para o início do próximo ano.
A pausa nas votações com potencial impopular até o fim das eleições municipais foi definida pelo presidente Jair Bolsonaro e por líderes da base aliada no Congresso, como forma de evitar que os temas virassem arma de partidos da oposição nas campanhas.
Com o adiamento das eleições em meio à pandemia da Covid-19, o segundo turno ocorrerá apenas em 29 de novembro. Assim, o Congresso teria apenas três semanas para votações antes do Natal.

O presidente da Câmara dos Deputados, Rodrigo Maia (DEM-RJ), afirmou ao blog neste domingo que vê com bons olhos a possibilidade de líderes no Congresso tomarem essa decisão. A extensão das votações até janeiro permitiria votar projetos que ele considera essenciais, como a PEC Emergencial.
A ideia de entrar com o calendário de votações no início de 2021, caso não seja possível vencer a pauta prioritária até dezembro, também foi defendida ao blog por uma fonte graduada do governo.
Até o fim do processo eleitoral, o governo pretende, segundo a mesma fonte, incentivar que o Congresso vote temas menos polêmicos, mas com impacto positivo na economia – como a lei de falências, a autonomia do Banco Central, a nova lei de cabotagem e lei do gás.
